What is needed is:
- Washers adhesive (Used to fix the perforated pages to files that were breaking the hole)
- nail polish in two colors
First paint the entire nail color you want to be in the "small"
After the washers are placed as in the photo (The washers can be used several times, so here come the remains of other nail polish) 
then painted with other color (in this case the gray) and when the nail polish is completely dry (this is important because it is the nail polish run) Carefully remove the washers, the result would be this:
The final result was quite beyond me because the colors do not contrast too and they do not let dry the nail polish to remove the washers ... But you'll see that next time I was better
For the second example I used this:
